The State of New Hampshire, lottery Commission has a full-time vacancy for Licensing Specialist.

Summary: To perform paraprofessional duties assisting The Licensing Unit of the New Hampshire Lottery Commission. To a ssess, process, and organize all new or renewal applications for licenses in accordance with the rules and regulations of the Lottery Commission, and to cross-function with unit program assistant positions in support of operations.

Other information: MINIMUM QUALIFICATIONS :

Education: Associate's degree from a recognized college or technical institute with major study in business administration, accounting, business law, or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years' experience in a responsible clerical position, including experience in reviewing and processing customer forms and requests, maintaining paper and electronic files or balancing cash and reports to ensure their accuracy. Each additional year of approved work experience may be substituted for one year of required formal education.

PREFERRED Work Traits: Knowledge of modern office practices, procedures and equipment. Knowledge of basic principles of accounting and office reporting. Ability to understand and follow instructions. Ability to type at a moderate speed. Ability to maintain a filing system. Ability to establish and maintain good working relationships with other employees and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.

Special Requirements: For appointment consideration, Program Assistant II applicants must successfully participate in a structured interview measuring possession of knowledge, skills and abilities identified as necessary for satisfaction performance by this class specification. The structured interview is developed and administered, according to Division of Personnel guidelines, by representatives of the state agency in which the vacancy exists.

Responsibilities:

Reviews, evaluates and processes license applications, including but not limited to, verifying completeness and accuracy, retrieving and reviewing the results of CHRI background checks to determine whether applicants are eligible, recording, retrieving and updating information in dual licensing databases with a high attention to detail and accuracy, and creating and issuing physical identification badges and license certificates to licensees on behalf of the Commission.

Maintains the oversight of information releases for the Unit and accuracy and confidentiality of licensing related records and files, including safeguarding confidential information in accordance with PII requirements of the New Hampshire Department of Safety, the Social Security Administration, and the Federal Bureau of Investigations (FBI).

Keeps current on all aspects of American with Disabilities Act (ADA) within State and Federal agencies. Coordinates and maintains licensee files and continuously monitors licensee's compliance with ADA requirements.

Communicates with applicants and vendors in writing and in-person with regard to the disposition of applications, as well as with various government agencies, including the New Hampshire Department of Safety, the Charitable Trust Unit, the New Hampshire Secretary of State, and the Internal Revenue Service, with regard to licensing and eligibility issues and policies; provides referral for assistance and presents information to clarify policies, procedures and standards.

Provides program guidance, training, and customer service functions by advising and educating licensees, applicants, and other interested parties regarding licensing policies, procedures and regulations; presents information to clarify policies, procedures and standards.

Creates and updates educational materials intended to help licensees better understand their responsibilities, and the licensing process. Prepares and assists in organizing informational seminars for the public, and prospective and current licensees.

Assists in planning and coordinating program activities, compiles and prepares specialized Unit and program information for use by superiors or applicants/vendors; recommends policy or procedural changes or alternate work methods to assist management with the decision making processes, and coordinates and maintains contact with field staff to keep them informed of activities in their territory.

Reconciles daily cash and licensing transactions to all financial reports for posting and performs routine clerical duties, such as filing forms and other records from applicants and licensees in accordance with an established system.
