  1. ESSENTIAL FUNCTIONS AND PURPOSE

This position exists to ensure oversight over all NASSCO-Mayports Environmental, Health and Safety (EHS) Programs, taking appropriate measures to minimize or eliminate potential EHS risks and ensure full compliance with applicable laws and regulations. The EHS Manager functions as The Companys technical expert on EHS matters, advising Senior Management and representing the Company before numerous EHS agencies. The EHS Manager oversees the development of the EHS programs and projects in support of the EHS Management System to ensure compliance and continual improvement.

  1. POSITION DEMANDS (EDUCATION/TRAINING

    1. Typically has a BA plus 5 years directly related experience or AA plus 10 years directly related experience or 15 years directly related experience.
    2. This position requires extensive knowledge of the principles and techniques of EHS
    3. An advanced degree or continuing education certificates in Environmental Engineering or a related technical discipline is highly desirable.
    4. Extensive knowledge in, and maintaining of currency in OSHA, EPA, NFPA, DOT and DoD regulations is required
    5. Trainer level in EHS qualifications is preferred

POSITION DEMANDS (REQUIRED EXPERIENCE)

    1. Excellent written and, oral communication skills are mandatory.
    2. Extensive knowledge of ship repair or other manufacturing operations, facilities, processes and operating procedures to understand the impact that Federal, State and Local regulations would impact business operations.
    3. The ability to effectively interface with and make presentations before regulatory bodies at the local, state, and federal levels, as well as all levels of company and corporate management is required.
    4. The position demands a sense of responsibility and attention to detail of the highest degree.
    5. While performing the duties of the position, the EHS Manager must be able to walk to all yard locations and occasionally aboard vessels as part of daily inspections and to attend meetings.

  1. WORKING RELATIONSHIPS

    1. The EHS Manager reports to and is responsible to the General Manager and has oversight responsibility in the review of EHS regulations and notification of the possible impact on the Company.
    2. EHS Manager has management responsibility for the EHS Departments.
    3. Position requires extensive contact with all levels within and external to the Company as necessary to accomplish assigned tasks and fulfill essential function of the Departments.

  1. PRINCIPAL RESPONSIBILITIES

EHS Manager maintains the oversight of the planning and management of complex EHS programs and projects and may act as the technical leader of projects of significant scope, monitoring or directing the work of others including atmospheric monitoring of work sites to ensure safety of employees

These responsibilities include oversight of the following activities:

    1. The EHS Manager reports to and is responsible to the Plan, develop and implement programs, policies and procedures to minimize the potential EHS impacts associated with the Companys operations through the development and implementation of an ISO 14001 Certified Environmental Management System (EMS) that emphasizes compliance, pollution prevention and continual improvement and an Occupational Health and Safety Management System (OHSAS) 18001 Management System that emphasizes risk reduction, hazard identification and continual improvement.
    2. Ensure the development, implementation and coordination of all EHS compliance programs and procedures
    3. Provide subject matter experts as needed to assist in related EHS training of facility personnel.
    4. Effectively manage an annual EHS budget.
    5. Manage personnel with a working knowledge of the permit process for all regulatory bodies governing the Companys activities, and oversee the process of obtaining/maintaining permits as required to conduct the companys operations or construction of facilities.
    6. Maintain awareness and participate in current developments in EHS regulations to determine their applicability and impact on the Company and advise the General Manager and others as necessary.
    7. Ensure trained EHS personnel are available to serve as the Companys representative during inspections and at meetings and hearings before appropriate local, state and federal regulatory agencies as well as various technical and civic committees or organizations.
    8. Oversee all monitoring and reporting as required by the EHS regulations and permits. This includes establishing sampling and analysis procedures; compiling, analyzing and evaluating the generated data; and preparing the required reports.
    9. Provide technical advice and expertise in all EHS matters the Companys top management team as necessary.
    10. The EHS Manager is expected to exercise a very high degree of initiative in the performance of these duties subject to the broad goal that all company/regulatory requirements are satisfied in the most economical fashion, keeping the General Manager advised of the status of the work, including any (potential) problem areas.

  1. ACCOUNTABILITY

Work results contribute to major achievement of overall The Company, Corporate and Health and Safety Program objectives and directly affect the quality, timeliness and cost effectiveness of the compliance program, risk identification and abatement and continual improvement efforts.

    1. Responsible for the development and maintenance of NASSCOs Safety Management System to ensure continuous improvement in safety and compliance with OHSAS 18001 requirements. Prepare for external audits of the SMS and ensure Health and personnel meet these requirements.
    2. Ensure all health and safety legislation is adhered to and policies and practices are adopted. Plan, implement, monitor and review the protective and preventative measures that companies are required or choose to follow, and work to minimize operational losses, occupational health problems, accidents and injuries.
    3. Prepare Health and Safety strategies and developing internal policy.
    4. Carrying out risk assessments and considering how risks could be reduced.
    5. Outline safe operational procedures which identify and take account of all relevant hazards.

  1. UNIQUE/ADDITIONAL REQUIREMENTS

Must be able to gain access to all Government and private work locations and Government and private vessels. Must qualify for DBIDS. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. While performing the duties of the job, the employee is regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. The noise level in the work environment is usually moderate. The employee is occasionally exposed to dust, welding/burning fumes, smoke and moderate noise levels when performing inspections. Must be available to respond to EHS issues that may occur after normal working hours.

May require up to 30% travel including international locations. Holding a valid US Passport is required
